Since 2007, the Office of the Governor has invoked “executive privilege” 500 times to withhold records from the public. Why is that a problem? The Public Records Act says that public agencies must produce copies of records upon request unless a specific statutory exemption applies. Executive privilege is not one of the 300 exemptions listed in the law. Gov. Gregoire could rely on legitimate exemptions to withhold some records, but instead invokes this constitutional theory to lock away records that are of significant interest to the public. The records include documents about state’s tribal gambling compact, the departure of the Seattle Sonics, the selection and appointment of judges, budget issues, and clemency petitions of death-row inmates. Executive privilege is generally understood to protect an executive’s deliberations with close advisers. Yet Gregoire has asserted it to protect communication that falls far outside these parameters including communication amongst her staff, communication from other state agencies, and meeting memos with legislators. Sarah Palin has billed taxpayers for 312 nights spent in her own home during her first 19 months in office, charging a “per diem” allowance intended to cover meals and incidental expenses while traveling on state business. The governor also has charged the state for travel expenses to take her children on official out-of-town missions. And her husband, Todd, has billed the state for expenses and a daily allowance for trips he makes on official business for his wife. Palin, who earns 5000 a year, claimed and received 951 as her allowance, which officials say was permitted because her official “duty station” is Juneau, according to an analysis of her travel documents by The Washington Post. The governor’s daughters and husband charged the state 490 to travel, and many of the trips were between their house in Wasilla and Juneau, the capital city 600 miles away, the documents show. In separate filings, the state was billed about 000 for Palin’s daughters’ expenses and 000 for her husband’s. Flights topped the list for the most expensive items, and the daughter whose bill was the highest was Piper, 7, whose flights cost nearly 000, while Willow, 14, claimed about 00 and Bristol, 17, accounted for about 00. In many respects, you could call Hound Dog Taylor a cult artist. Respected by bluesmen and critics alike, he built a small, devoted following across America simply by constently touring. There were no hits and very few covers of hs songs, but his rowdy concerts and incendiary records on Alligator convinced any who heard him. In the process, he put Alligator Records on the blues map, so it only makes sense that the label return the favor with Hound Dog Taylor: A Tribute, one of the few blues tributes that really works. Taylor’s wild, careening slide guitar became one of more influential sounds in contemporary blues, as evidenced by this quality-packed record. Out of the 14 tracks, only George Thorogood’s thuggish, sluggish “I Just Can’t Make It” falls flat, but the quality of the remaining cuts is so high that it’s forgivable. Luther Allison’s “Give Me Back My Wig” rocks, Gov’t Mule’s “Gonna Send You Back to Georgia” is tough, Vernon Reid and Alvin Youngblood Hart do a nice acoutic reading of “It’s Alright,” Steady Rollin’ Bob Margolin turns “See Me in the Evening” into an appealing, straightforward blues-rocker and Cub Koda tears through “Take Five” with the help of Hound Dog’s backing band, the Houserockers.
