How can I get Gov-Records to honor their refund promise?

I purchased a download from Gov-Records.com and they offer a 56 day opt out on the website, however getting them to honor it is impossible. If anyone wants to pay for their service, DON’T DO IT! It is a scam. I wanted to do a background check on someone and their service won’t perform like promised. Please be aware of these thieves.
